It seems that  your debian/rules does not have execution permissions. I
don't have any idea why that's happening to you and don't have any ubuntu to
test it. In Debian it just works. Some other Ubuntu users have also reported
that it works so it might be some problem related to the directory where
you're building the package, maybe it's an external usb disk without
execution permissions or the Ubuntu version you're using, etc...

And what i need to install (minimal) in other PC to run (only run) my

The dependencies of the generated package will determine it, you  only have
to install the package (when you fix those errors)
