AFAIK, The Clear() method does exactly what a terminal emulator clear function must do. This is a standard feature of terminal emulators.

And a program does what it wants with its terminal output. If it wants to redraw its prompt or whatever, whenever, the terminal should not prevent anything regarding that, and keep obeying.
