Yes, at least from a theoretical (contra practical) point of view.
"Does program X halt when given input Y?" seems "easier" problem than "does
in context X, input Y do... um something considered malicious?".
But back to Gmail. They arrogate to themselves something that is none of

I agree and I don't quite understand the problem. Normally Gmail just warns
about possibly harmful content (in spam, phishing, etc).
I have not seen this blocking anywhere else, than this mailing list.
