In the end I had to resort to that (and reapply all our local mods). It looked like the local svn directory was very very mucked up.  
I read the "svn cleanup" help a bit more closely and I suspect that is the culprit as I ran it a few days ago (because it wanted me to).
I'll be a lot more careful in the future!
