TheKompany has released most of Rekall (basically, looks like 
everything except drivers for non-free DBMSes) as dual license, 
GPL and commercial.  It uses Python as its scripting language 
rather than BASIC, and it's certainly more similar to MSAccess 
than to VB, but it is the second mature GPL RAD tool that I know 
of.
