When the Console is undocked, initially it is visible, and under view menu the checkbox next to Console is checked
but when you exit the ide and reenter it the checkbox is always off, and the undocked console is never visible.

The ide is not remembering the state of the undocked console.

If you are debugging a program in the IDE and the console is undocked but not visible . 

If you make it visible using the view menu when you close the
program you are debugging the undocked console also disappears, you have to open it again to see what the program did.
