Why not? Good question ;-)

Well, it is not in the package list on the wiki, never has been and this is the first mention of it I've read so far. Could that be the reason?

Question then becomes, what needs to be in this metapackage, except for of course gambas3-runtime? It shouldn't be to hard, just replicate the gambas3 metapackage, but with just the non gui components, that for sure, will not pull in any gui stuff.

And how should it be named?
