The bug is in you, as I tried to explain. You do not install GUI applications on non GUI systems.
Gambas3 installs gambas3-ide and all component you can pick in the IDE, and it IS a GUI application.

And if you think it needs to be idiot proof, you got access to master, change it and do a merge request as I won't.
For me it is no bug, it is a user not understanding something what is explained in my simple guides for beginners to linux, so go figure.

What you want can be done. You will need to install ALL components, so GUI shit WILL be pulled in. That is the only way you can use all components.
That they pull in GUI stuff is because they rely on GUI libraries. I think it would result in a messed up system, as no real desktop is getting installed (I think, never tried this).
So better just host a GUI installed system like a server just like M$ does (been there done that, never going back). If you want to do that, go for it.
