It depends.When you toggle the "offline help" in the options dialog, the help is displayed everywhere by the HtmlView control provided by the 'gb.form.htmlview' component.
But you use the online help, it is displayed through the WebView control, and so by an almost full Chromimum WebKit browser. Even if it is a small popup. Tons of megabytes of memory and billions of CPU cycles just to display a few lines of HTML!
