I was wondering the same thing. It is a rare occurrence; and it can be corrected on reply if people would do so. (Thunderbird 
asks for confirmation if I try to send a mail with no subject. I have to wonder why all email clients, even web-based, don't.)

But, if we do add a rule for that, we should probably also add: "deny ^Subject:Re: ?$"
