Well, for a single .deb that has no other dependencies that to those met (so provided) by official repos (or otherwise known repo's that you added) it will work.
But if you start a gambas3 .deb archive that depends on specific version other gambas3-* .deb archives (who have all been downloaded as well) but that are NOT in official repos, nor in any other know repos, it will NOT install.
