Not knowing what server the Wiki is using, I searched based on Apache and Nginx. I don't find any Apache module that provides 
for request rate limiting. Nginx apparently does but, of course, you would need access to the server config files. Another way 
to limit requests would be through the server's firewall (again, access required).
