Project property dialog: Correctly load the "compatible until" version of a library.

[DEVELOPMENT ENVIRONMENT]
* NEW: Project open dialog: Add a button to open a project in read-only mode.
* NEW: The recent projects list now remembers if a project has been opened in read-only mode.
* NEW: Add a 'lock' emblem on project icons in the recent project list or menu when the project is going to be opened in read-only mode.
* NEW: Change the format of the recent project list settings file. Old format is automatically converted.
* BUG: Hide "two-pass compilation", "replace" and "replace all" menus when a project is opened in read-only mode.
* NEW: Welcome dialog: Use the new 'Menu.Popup()' argument to position the sort popup menu.
