Window: Top-level windows now get keyboard events when no widget has the focus. TextBox: Send the 'Cursor' event when the selection changes.

* BUG: Window: Top-level windows now get keyboard events when no widget has the focus.
* OPT: Control: Don't set the size of the control again when restacking it. Only set the position.
* BUG: TextBox: Send the 'Cursor' event when the selection changes.
