Print the number of warnings in the corresponding bottom panel button, and do not show the warnings panel automatically anymore.

[DEVELOPMENT ENVIRONMENT]
* NEW: Print the number of warnings in the corresponding bottom panel button.
* NEW: Do not show the warnings panel automatically anymore after a compilation.
* NEW: Cosmetic changes in the procedure list and in the welcome dialog.
