Localization is now initialized without changing the environment variables. Add 'GB.GetTimeFromDate()' API.

[INTERPRETER]
* BUG: Localization is now initialized without changing the environment variables.
* NEW: French date format workaround has been removed, now that 'glibc' has been fixed.
* NEW: Add 'GB.GetTimeFromDate()' API to convert a Gambas date to a Unix timestamp.
