In a forum I was reading yesterday, someone mentioned SparkyLinux. I took a look at it.

It is based on Debian. They follow two Debian branches, 'stable' and 'testing' (semi-rolling), and have three different image 
versions for each: Full GUI (LXQt, MATE, Xfce. KDE), Minimal GUI (w/ Openbox), and Minimal CLI.

Although it does use 'systemd', perhaps it might fit your need. If not, it's no matter; I just thought I'd mention it.
