I checked the system reports from both system and the only difference is the base language at install time and the kernel is 4.15 and mine is 5.4

If you are around later today perhaps we can define a restored system here that is a replica as close as possible to your environment.

I need to visit a client for the next 3 or 4 hours, 

Let me know if your interested in helping that much, this is a kind of interesting and unusual problem... lol

Ok, no problem, but ...

... the only difference on my machine is, that the strings which define
the components are sorted in another way.

See attached image.

The components are sorted by a 'SortKey' which is created in
CComponent.CalcSortKey() at runtime.

So the simple question is, why is it sorted in another way on my
machine? I guess this has something to do with the components installed.
I sent you the system information of my machine. Did you once compare it
with yours?
