Set me off in the right direction ...
Found a number of discussions about lots of original terminals 
supporting shift tab or even having a dedicated "backtab" button and 
that linux console didn't replicate and the work that was done to add it 
in though most of it was to terminals running under X. Eventually I 
found the below, which resolves my issue.
