Menu editor view redesing and faster IDE startup.

[DEVELOPMENT ENVIRONMENT]
* OPT: IDE startup is faster now, by loading the help browser as late as possible.
* NEW: Redesign the menu editor view.
* NEW: Use the new Spring control here and there.
