It appears that nobody actually answered the question so far. I was hoping for a definitive answer myself.

I would say that, given the syntax for FLUSH with "#" within square brackets, in that case it is optional. In other cases, for
example WRITE and READ, it is not optional.

I welcome any needed correction.
