OK, you didn't look at the grid.

If you toggle the grid button in the toolbar (the button with crossed lines inside on your screenshot), the image displays a grid.

On the property panel to the right, you can define the number of pixels between each grid line, and the grid snap, i.e. how much the cursor position will be rounded. If you set zero, there will be no grid snap. And you can even define if you want diagonal grid lines too.
