Update after more testing, debuging IDE

The form FWelcome, never receives direct mouse events, Nor does the  
CCoolButtons on the panButton scroll pannel.

mouse actions seem to be working on the Fmain panel..

FWelcome does receive Activate events every time I click on the window, but  
that appears to be all. No events are received for mouse down, enter leave  
etc.
