I can confirm that. It occured to me lately when I changed something in the
IDE's option dialog which is an IconPanel.

However, in my case the controls just weren't *visible* after I put them on
a non-first tab, but they were present. If I put, say, a Label on the last
tab, I couldn't see that Label anywhere but it was in the control hierarchy
and after I saved and reopened the project, everything was there.
