This is antinomic: one of the GPL license purpose is to avoid such restrictions!

If you don't want your code to be reused in a comercial prject, then GPLv3 should do,
if you don't want your code to be used at all by any commercial organization, you
must twin-license: let's say GPLv3 for personnal use, and commercial for organizations

(you have an example with the PUEL from virtualbox.org)
