The idea behind quoting functions is that they take any string 
and make it quotable before putting quote characters around it 
to make it readable by some automated parser, for example the 
ones used by SQL or Javascript (or Gambas itself.)  I don't 
think ""hello"" is readable by any language's parser (except VB, 
and then only within a string, not by itself.)
