You can say it's resize _every_ widget proportional within the container they are in.
These containers with respect to there containers ending with the main window.
This way the form is always drawn full with the widgets automatic.

In case the Form_Resize or this effect scatman means not is working you get a empty 
form area when you set full screen or the widgets are hidden by de smaller window size.
