Add support for the new 'flag:/' picture URLs, and use it where it makes sense.

[DEVELOPMENT ENVIRONMENT]
* NEW: Add support for the new 'flag:/' picture URLs.
* NEW: Translation dialog: Show flags with languages.
* NEW: Projecgt property dialog: Show a flag with project default language.
