Update 'xdg-utils' to the current master. Add a way of disabling the automatic use of desktop portal.

[GB.DESKTOP]
* NEW: Update 'xdg-utils' to the current master.
* NEW: 'DesktopPortal.Available' is now replaced by 'DesktopPortal.Enabled'.
* NEW: Explicitly setting 'DesktopPortal.Enabled' to FALSE prevent 'gb.desktop' from using the desktop portal. 'xdg-utils' scripts are used instead.
