You are right. My experiences are from a Mint Mate VM - see attach screenshots.
On Cinnamon things look better and the +- Buttons are even invisible @ ReadOnly and when disabled the SpinBox looks like a disabled control.
I quarrel with the argument, that the +- Buttons are to be disabled @ ReadOnly. However, if it always was like that, I may have to bite the bullet and make my own SpinBox.
