I think it would be better if it did.
If there is frame text it makes sense for the paste to place below it.

another problem is that in the designer you place your controls "under" the text. but then pasting a single item will place it at the top where the frame text is instead of below where you would hope it would go.

It's just a bit,,, er,  off / wrong / annoying.
