Here is what I am talking about, see the attached clip.

I am trying to enter a tool tip, but the 3 dots that allow me to open
the popup window never appears, it is difficult to edit large tool tips
and impossible to enter line returns to have multi line tips.

This applies to all properties that require a popup, they never appear.
