So i'll offer an additional explanation.. 

with gtk and no workaround the Y position of the window is incorrect (too high)

with the workaround setting the position a second time you can see the window appears at 0 then jumps down to center screen.

With QT when the window moves it is exactly center of the second screen as it should be.
