I reinstall Bullseye (same Raspberry, WindowMaker as window manager)

1/ with apt install postgresql-server-dev-13 => the postgresql component is enabled => OK

2/ Debian stable instructions (http://gambaswiki.org/wiki/install#t10) without qtwebengine5-dev (doesn't exist in deb package of Rasp Bullseye)
$ ./reconf-all
$ ./configure -C --disable-keyring --disable-sqlite2 --disable-qt4 --disable-qtwebkit

only

||

$ make
$ sudo make install

The IDE works now.
I think, as the postresql dependency, there was no warning of something missing.

It is OK now.
