on my Ubuntu MATE (Ubuntu ver: 21.10, MATE ver: 1.26.0)
  Menu > preferences > Displays > Scaling = "100%"

before 
  Scaling ="100%" 
was 
  Scaling ="auto-detect"

You may need to use a Virtual-Box install of Ubuntu MATE 21.10 to see
