Description
-----------

WebButton have minimum height (min-height) of 2em. However when WebButton Height is set to 1em or lesser then the control's height is not changed but its image enlarges and fills all of the control. 
Either WebButton image size should not change when control height is not changed or WebButton's height and its image should change proportionately at all height values.
