The complete process is listed below:
In Ubuntu 19.10 Desktop with all updates I installed lighttpd in following way:
$ sudo apt-get install lighttpd
$ sudo lighty-enable-mod cgi
$ service lighttpd force-reload

Copy weblist (compiled CGI script) to /usr/lib/cgi-bin/
Run in browser: localhost/cgi-bin/weblist
I got the same problem.

$ lighttpd -v
lighttpd/1.4.53 (ssl) - a light and fast webserver

$ firefox --version
Mozilla Firefox 76.0.1
