Hmm, Charlie on Gambas.One made a test app with 3 windows that arranges them using Window.Raise.
It seemed to work fine on that tester on QT and GTK.

I'll attach my terminal app.

It supports window manipulations 
typing..
echo -en "\033[6t"
Sends window to back

But only in QT not when using GTK.
