No. Not everybody has even Internet to work with software farm server. Gambas and examples subpackage are pre-installed in educational distros.
Examples are part of gambas package.
It's easy to add support of them by condition: if directory /usr/share/gambas3/examples is exists.
Packaging is solution of maintainer and users ask it.
