Controls tab not fixed anymore

In the designer something has changed that's a bit annoying.

the "Form" tab was always on the left, the "Special" tab was always far
right.

Now they seem to move around , in the attached image Special and Network
have been placed to the left.

It's annoying if you want "Special" as sometimes it is on the right,
sometimes left.

Can the order be fixed?
