That's because the main content of that page is within a frame and actually at https://gambaswiki.org/wiki/doc/home?nh . You're 
getting the version listed in the Installation drop-down menu, "Download Gambas 3.20.2...", which hasn't been updated.

Be advised that new Gambas versions are not "officially" released until the release notice is published on the above page. 
Although for your purposes, that probably doesn't matter.
