Panel no longer Similar to HBox

I used to do this a lot...

Right click an object (or objects) and select "embed into container"
Then right click the newly made Panel and select "Change into HBox"

But now HBox is not in the "change into" list for Panel.

As selecting "embed into container" always creates a "Panel" i would like
the Panel "Change into " list to contain EVERY other type of container.
