I thought those links looked familiar. That is the server for the Packman repository which is a third-party repo for openSUSE 
packages that cannot be included in the main distribution.

Perhaps some admin at OBS was trying to figure out if some of the traffic could be off-loaded to Packman and was, quite simply,
