I think there may be a misunderstanding here (perhaps only on my part).

I think Bruce is taking about being able to enable/disable version control on a per-project basis as opposed to globally for all 
projects.

As I see it, the global option only enables or disables the *capability* of using version control on a project; it doesn't force 
it to be used. To enable version control for a project, one would use the menu option Project > Put under version control. I do 
not know if version control for that project can then be subsequently disabled.
