wiki, packaging and osb recipe

I spend past days mainly packaging, staring with 3.15.2, then 3.16.3, 3.17.3, 3.18.4, 3.19.6 and at last 3.19.90.
I did this for 2 reasons:

- to have correct package table on wiki for versions 3.15 to 3.19, as they used to be the dynamic master package table, and thus provided wrong packages
- to test upgrading these made packages, from both official and ppa versions on debian11 and 12, ubuntu 20.04/22.04 and 24.04

This led to some discoveries on my side and some improvements to the recipe in general all tested under many different combinations.

The result is:
- a merge request for some improvements to template and debian recipe
- improvements to package instructions and package table for 3.15 up to 3.19

It took a lot of my time for the last 6 days, but it was definitely worth the effort.
