Really?
I package a library that is compatible until 1.0
I package an application using that library with version in series 0.2
I install both on a system and all works.

I later decide to bump library to 0.3 (within compatible until being 1.0).
I package library and install on systems where applications run that use this library that is compatible until 1.0.
The application once packaged with 0.2 library will NOT accept 0.3 library although compatible until 1.0 is what is wrong.

Is this really that hard to understand?
Does one need to repackage all applications depending on this library with the 0.3 version to make it work, although NOTHING changed in the application itself?
Why is the compatible until completely ignored and thus useless?
