After I updated I recompiled the library (o.2 series) on the IDE system and created a new executable and package.
Then on the IDE system I installed the library from package, opened LibTester application and made sure link to library refers to the installed version in /usr/lib/gambas3 and no longer to the one in .local/share.. 
This I have been doing for a long time because of somehow the path being taken into account as stated in my previous post has been a longtime undesired feature.

Next, I installed both packages (library and LibTester) on target system with newest master.

Back on IDE system I bumped library version to 0.3 series, made a new package of library and installed that on target system.
That is when things went wrong and LibTester no longer starts.

If I package LibTester with a reference in IDE properties -> Tab Libraries to the .local/share/.. version of the library, then on a target system, the library deb package once installed will not be be used and so nothing works. LibTester will not start.

Willy RAETS changed the state of the bug to: Accepted.
