Your request is not very clear to me.

Logically nothing is needed on the server side for supporting local storage, as it is a client thing.

You only need to inject javascript where it is needed, and I think this is where changes in the component are required.

Or maybe you want a class that mimic the local storage interface, and that just send the corresponding javascript to the client?
