Sorry to butt in.

While I dont think this is really possible, as I believe it is the window manager (WM) that is the final arbiter here. But it does raise an interesting question. Is it feasible to control the WM for a single window. Underline "feasible". 
It would be nice to do so. Popups and message boxes that were totally under the control of the causing program. I really dont like window title bar buttons interfering with the popups (or message boxes).
Also, it is an occassional pain that GTK removes the menu bar as well as the title bar if the popup form is set to Borders=false.
I want the menu bar, but not the WM buttons (aka the title bar).
